General Position Summary
Must have a current Oregon Professional Engineer License or current license in another state with the ability to apply for reciprocity in Oregon within one year. Performs professional engineering design, for the construction, and operation of major public works facilities including roads, drainage, bridges and traffic control devices Performs advanced transportation planning for streets and rural roads. May serve as acting Director in the absence of the department head. Performs other work as required. Must pass a pre-employment drug screen.

Essential Functions
The following may not be all inclusive and other duties may be assigned.
Coordinates engineering activities with the other divisions of the Public Works Department.

Supervises and participates in the preparation of plans and specifications for public works construction to be performed under contract.

Supervises and participates in the preparation of estimates, plans, specifications and construction control for County Work.

Prepares comprehensive reports of activities of the Engineering Division and other periodic reports as required by the Public Works Director, or as may be required for efficient operation of the section.

Answers inquiries from the public, hears complaints and explains engineering policy and programming to the public.

Works with the Public Works Director, Road Superintendent and others in solving engineering problems; confers with other governmental representatives on various engineering and related activities.

Coordinates with citizens, Roads Advisory committee and other agencies in planning, explaining and implementing local improvement projects.

Assists in developing and implementing transportation systems and subdivision elements of the comprehensive plan.

Plans and directs the engineering of the bridge maintenance and replacement program.

When necessary, inspects contract projects including but not limited to asphalt overlay/inlay, ADA improvements, chip seal, road reconstruction, and storm drain construction.

Plans and schedules maintenance and construction projects within the various divisions of the Public Works Department.

Conducts routine inspections of roads, bridges and drainage systems; identifies maintenance requirements; directs road supervisor to complete specific maintenance projects.

Assigns and monitors work of all supervisory personnel in each division; assists with problems and provides direction when needed.

Responds to inquiries and complaints from the public; takes appropriate action as necessary.

Administers projects under contract and ensures completion in accordance with plans and specifications; confers with contractor during construction to discuss progress of projects, potential problems or interpretation of plans and specifications.

Corresponds with other agencies, utility companies and citizens that may be affected by County projects.

Prepares cost control reports for force account work in the Road Division.

Checks partition and subdivision plats for conformance with the State Statutes and County Land Development Code.

Prepares the final specifications for purchase of vehicles, machinery, materials and services through the competitive bidding process for the Public Works Department.

Authorized to sign for the Public Works Director in his/her absence.

Supervisory Responsibilities
This position will supervise engineering staff (approximately three individuals) and road department staff as assigned.

Education, Certification, & Experience
Bachelor's degree in civil engineering, engineering technology or related field required (a degree in public administration is desirable)

Minimum of six years of experience in a Public Works Department, four of which must have been at the administrative level required

Must have demonstrated ability to effectively and harmoniously interact with citizens, staff, elected officials, State and other local governments

Knowledge, Skills & Abilities

Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills
Work with algebraic exponents and logarithms, linear equations, quadratic equations, mathematical induction and binomial theorem, and permutations.  Apply concepts of analytic geometry, differentiations, and integration of algebraic functions with applications.  Apply mathematical operations to frequency distributions, reliability and validity of tests, normal curve, analysis of variance, correlation techniques, chi-square application and sampling theory, and factor analysis.

Reasoning Ability
Apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.  Must have a thorough knowledge of civil engineering principles and practices as they relate to public works facilities design, construction and maintenance surveying. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills
To perform this job successfully, an individual should have knowledge of Excel Database software; Autocad Manufacturing software; Excel Spreadsheet software and Word Processing software.
