General Position Summary

Employees in this class prepares engineering documents by developing construction plans, specifications, estimates, and design documentation; provides technical advice to project teams, manages construction and inspection activities, and contributes to team effort by accomplishing related results as needed under the supervision of the Public Works Director and/or County engineer.

Qualifications

  • Education, Certification, & Experience
    • Bachelor's degree in Civil Engineering from a four-year college or university
    • 7-10 years of experience in the Design Engineering field with a focus on civil projects, including roads and bridges
    • Current Driver’s License
    • Either a current Oregon Professional Engineer License OR current engineer license in another state with the ability to apply for reciprocity in Oregon within a year of employment
  • Knowledge, Skills & Abilities
    • Language Skills - Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
    • Mathematical Skills - Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
    • Reasoning Ability - Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
    • Computer Skills - To perform this job successfully, an individual should have knowledge of Outlook Contact Management systems; GIS Database software; Auto CAD/Civil3D and/or Carlson Design software; Explorer Internet software; GIS/IRIS Inventory software; Microsoft Office software.

Salary and Benefits

This is a salaried, exempt position, with a wage range of $ 7,256.45 - $9,447.78 per month.  The pay range listed here reflects the FULL pay range for this position for the current fiscal year.  Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.

Supervisory Responsibilities

May be required to provide direction to three employees (Engineer Aides and Inspector). Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Employees in this class have regular in-person, telephone, or written contact with the general public and city, county, state and federal officials to answer questions and explain departmental policy and regulations; and with other engineering professionals to exchange design, planning, and scheduling information or to resolve technically complex or controversial problems. There is periodic in-person or telephone contact with the public or contractor's representatives that may be adversarial in nature.

Work Schedule

The normal work schedule is 8 hours per day 5 days per week; exact schedules are assigned by management. It is the attendance standard of the employer that all employees be present and on time each shift they are scheduled to work.  Full or partial absence during any scheduled shift, arriving late, or leaving early, for whatever reason, may result in disciplinary action up to and including termination of employment.  Time off may be approved if allowed by applicable policies covering illness, injury, or other personal emergency.
